The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) seeks to support analysis that increases understanding of how malign foreign governments and their proxies weaponize migration to serve their geopolitical ends. Similar to East Germany s Soviet-backed trafficking of migrants from developing countries into West Germany to stoke social tensions in the 1980s, nefarious state and state-backed criminal actors, seek to lure migrants from the Middle East, Africa, and South Asia to Central and Eastern European democracies to weaken and destabilize them. In addition, such nefarious actors exploit or exacerbate conflicts in other regions and channel conflict-affected populations toward Europe. Thus, DRL announces an open competition for proposals for programs to analyze and develop approaches to expose and counter such weaponized migration.

DRL is soliciting a program that pairs civil society led early warning networks with strengthened government rapid response capacity across the Middle Belt. By deploying community monitors, establishing secure communications between at risk communities and security forces, and building joint coordination centers that link federal, state, and local responders to real time threat data, the program aims to detect threats before they become attacks, accelerate security force deployment, and reduce both casualties and attack severity, directly addressing the protection gap and accountability deficit that have allowed this violence to persist.

U.S. Mission to Portugal

The U.S. Department of State s Mission to Portugal announces a limited competition solicitation for American Corners in Portugal to apply for FY2026 American Spaces Operational Funding. Funds will primarily support the operational needs of the Corners, including design and furnishings that showcase an American look and feel, resources and supplies, technology, internet, mission's programmatic and management oversight, and in-country American Spaces Coordinator meetings. Funds will also support the development and implementation of strategic programming at the American Corners in Portugal, showcasing the United States as a leader in innovation, freedom of expression and economic power. Programming funds will also support Freedom 250 activities that increase public understanding of the principles that have shaped the United States over the past 250 years, through visible, audience-centered and customized initiatives.

FEMA s National Dam Safety Program (NDSP) is committed to protecting lives and property from the risks associated with dams. The Rehabilitation of High Hazard Potential Dams (HHPD) Grant Program makes available federal funds to eligible states for pass through to non-Federal governmental organizations or nonprofit organizations for the rehabilitation of eligible high hazard potential dams that fail to meet minimum state dam safety standards and pose unacceptable risk to life and property.For the purposes of the HHPD Grant Program, rehabilitation means the repair, replacement, reconstruction, or removal of a dam that is carried out to meet applicable state dam safety and security standards.

This program will help responsible businesses counter unfair competition from production models relying on forced labor, worker exploitation, and other violations or abuses of internationally recognized labor rights. The program will also promote worker upskilling by working with leading foreign companies in critical industries to develop and strengthen private-sector workforce development practices and programs that support resilient, rights-respecting supply chains.

The U.S. Department of State s Embassy Bogota announces an open competition to implement "Mi Tierra, Mi Triunfo: Colombians Thriving After Their Return," a media production initiative documenting the experiences of Colombians who voluntarily returned to Colombia after living in the United States, or who chose to remain in Colombia and build successful lives despite economic, security, or social pressures to migrate. The program will produce short-form digital video profiles and written testimonials, with potential for a longer-form documentary, distributed through Embassy platforms and Colombian media outlets. Content will be non-political, community-sourced, and rooted in authentic personal storytelling emphasizing resilience, purpose, and opportunity available in Colombia. This program directly advances the Administration's priority of reducing irregular migration to the United States at the source, consistent with Executive Order 14287, while strengthening the Mission's public diplomacy engagement with Colombian audiences in high-emigration regions.

The U.S. Department of State's Embassy Bogot announces an open competition to contract an investigative journalist or media production firm to document how reduced illegal migration has disrupted the operations of criminal networks, including Clan del Golfo and Tren de Aragua, that prey on migrants originating from and transiting through Colombia, and the damage these groups cause to Colombian communities and the environment. The project will center human stories and testimonies from affected communities, reinforced by hard data and compelling visual graphics, for dissemination across social and traditional media. Potential formats include an investigative documentary mini-series tracing how migrant "toll" payments financed violence against communities and security forces, as well as high-impact visual journalism/photojournalism highlighting ecological recovery in border zones as illegal transit declines. Working in close coordination with Colombian authorities and relevant U.S. agencies, this program directly advances U.S. foreign policy priorities by demonstrating that reducing illegal migration undercuts financing to narcoterrorist organizations while benefiting Colombian communities supporting America First priorities and shared U.S.-Colombia security objectives.
