National Institute of Food and Agriculture

CYFAR marshals the resources of the Land-grant and the Cooperative Extension Systems so that, in collaboration with other organizations, they can develop and deliver educational programs to youth who are at risk for not meeting basic human needs. These programs provide youth with the skills they need to lead positive, productive, and contributing lives; participating youth make a difference socially. CYFAR-PDTA partnering universities will build connections, competency, and capacity to help communities develop and sustain holistic programs for at-risk children, youth, and families who are under-served and under-represented. CYFAR-PDTA will provide professional development and technical assistance to Supportable Community Projects (SCP) to ensure continued development and implementation of the CYFAR Supportable Community program. CYFAR-PDTA, collaboratively through the Extension system, will provide the components of programming, evaluation, technology, and technical assistance.

Foreign Agricultural Service

Fertilize Right Vietnam (FR Vietnam) is a program implemented by USDA/FAS since 2023. USDA s official partner is the Ministry of Agriculture and Environment (MAE) and an implementing partner from an international agricultural research organization. The objectives of FR Vietnam are to (1) increase fertilizer-use efficiency, (2) enhance fertilizer effectiveness, and (3) develop alternatives to traditional manufactured chemical fertilizers. Attaining these objectives enable farmers to reduce input costs while maintaining or increasing yield, leading to the development of a viable and sustainable agricultural system, thereby achieving the purposes of 7 U.S.C. 3291(a)(3).FR Vietnam activities are based on the 4Rs of nutrient management, a concept endorsed by USDA and the U.S. fertilizer industry. The 4Rs entail the use of the Right Source or type of fertilizer, applied at the Right Rate, at the Right Time and in the Right Place.USDA/FAS is requesting the design and delivery of a two-year program to address the general objectives of the FR Vietnam program, with the specific objectives outlined below.Specific Objectives:1) Conduct comparative analysis in the U.S. and Vietnam, of reducing nitrogen leaching while maintaining or increasing yield, using U.S. manufactured biofertilizers such as liquid fish fertilizer;2) Collaborate with implementing partner in Vietnam and provide input to the national guidelines for fertilizer management focused on innovative alternatives to synthetic fertilizers such as enhanced efficiency fertilizers using microbial coatings, and biofertilizers;3) Informational outreach tour to Vietnam by U.S. organic rice farmers who used U.S. manufactured biofertilizers to reduce nitrogen leaching and maintain or increase yield; and4) Evaluate the increase in Vietnam imports of at least three (3) U.S-. manufactured fertilizer enhancement products and biofertilizers, by companies participating in the FR Vietnam program.

Priority will be given to banks in states with significant numbers of individual wetlands, wetland acres, and conservation compliance requests. The purpose of the 1890 Scholarships Program, under Assistance Listing Number 10.524, is to provide scholarships to support recruiting, engaging, retaining, mentoring, and training of undergraduate and graduate students at the 1890 Land-grant institutions. These scholarships are intended to encourage outstanding students at 1890 institutions to pursue and complete baccalaureate and graduate (i.e., master s and doctoral) degrees in the food and agricultural sciences (see Appendix III for definition) that would lead to a highly skilled food and agricultural systems workforce.

Feral swine are a destructive, non-native, invasive species and their populations have expanded across the United States since the 1980’s. Over an estimated $3.4 billion in damage, including agricultural, is caused by feral swine each year. The species can have significant negative impacts on plant and animal habitats, soils, water quality, as well as other natural and cultural resources. Livestock and humans are also susceptible to diseases carried by feral swine. The Agriculture Improvement Act of 2018 directs the United States Department of Agriculture (USDA) to carry out the pilot program where the Secretary has determined that feral swine have been identified as such a threat and the One Big Beautiful Bill Act extended this authority. FSCP funding will be available for projects identified by</p><p>USDA in conjunction with State Technical Committees in states determined by the Animal and Plant Health Inspection Service (APHIS) Wildlife Services as having high feral swine densities. These activities include futures, options, agricultural trade options, crop insurance, cash forward contracting, debt reduction, production diversification, marketing plans and tactics, farm resources risk reduction, and other appropriate risk management strategies. The program authority specifies that special emphasis shall be placed on farm viability and risk management strategies (including farm financial benchmarking, business planning and technical assistance, market assessment, transfer and succession planning, and crop insurance participation), education, and outreach specifically focused at farmers and ranchers in Section 133 of the Agriculture Risk Protection Act of 2000 (7 U.S.C. 1524 (a)).
