Bureau of International Narcotics-Law Enforcement

The program will increase the recruitment of qualified candidates from INL Bogota s priority geographic areas regions that are critical to U.S. interests due to their high levels of coca production, narcotrafficking, and child recruitment by criminal organizations. By building a more capable and professional police force in these strategically important areas, this scholarship program will help disrupt criminal networks at their source, reducing the flow of illicit drugs, weapons, and human trafficking that threaten the United States. The program will support the recruitment and training of approximately 1,000 CNP students per year: 600 for non-commissioned officer (NCO) roles and 400 for commissioned officer (CO) roles. A stronger Colombian police presence in these regions will advance U.S. national security priorities, safeguard American lives, and promote stability in the Western Hemisphere. The program will provide scholarship support to qualified candidates through a structured financial management system. The implementor will ensure timely monthly electronic funds transfer payments to the bank accounts of scholarship recipients or service providers for required items. Scholarship recipients will receive electronic funds transfers only for approved support expenses. To strengthen internal controls, the implementer will minimize direct cash handling and ensure all disbursement are documented and subject to audit.

Office on Violence Against Women

The Transitional Housing program funds transitional housing and support services for victims who are homeless or in need of transitional housing or other housing assistance because of domestic/dating violence, sexual assault, or stalking (VAWA crimes). Eligible applicants are Tribal, state, and local governments and organizations with a documented history of effective work concerning VAWA crimes.

Bureau of Justice Assistance

This NOFO seeks applications for payments under the statutorily required State Criminal Alien Assistance Program (SCAAP) to eligible states and units of local government that incurred certain types of costs due to incarceration of undocumented criminal aliens during the July 1, 2023, through June 30, 2024, reporting period. OJP is committed to advancing work that furthers DOJ s mission to uphold the rule of law, to keep our country safe, and to protect civil rights. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.

Office on Violence Against Women

This program reimburses Tribal governments for expenses incurred in exercising Special Tribal Criminal Jurisdiction (STCJ) over non-Indians who commit certain covered crimes (assault of Tribal justice personnel; child, dating, sexual and/or domestic violence; obstruction of justice; sex trafficking; stalking; and protection order violations) in Indian country pursuant to 25 U.S.C. 1304 (or in Alaska Native Villages pursuant to a DOJ pilot program established by 25 U.S.C. 1305(d)).

Bureau of International Narcotics-Law Enforcement

To investigate and prosecute transnational criminal organizations (TCOs) through enhanced forensic accounting training. Transnational criminal organizations actively exploit BiH and the (Balkan route) to traffic narcotics, weapons, and migrants, laundering hundreds of millions of dollars annually. BiH prosecutors and investigators currently lack the specialized financial investigation skills needed to effectively disrupt these networks.

Office of Juvenile Justice Delinquency Prevention

This NOFO will support projects designated for funding pursuant to the Department of Justice Appropriations Act, 2026 (Pub. L. No. 119-74, Div. A, Title II.) to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than compensation).

Bureau of International Narcotics-Law Enforcement

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat forced child recruitment by Foreign Terrorist Organizations (FTO) and Transnational Criminal Organizations (TCO) in Colombia. Combating forced child recruitment weakens illegal armed groups by depriving them of members and reduces their ability to engage in criminal activities that threaten U.S. national security. This project will support Colombian efforts to combat forced child recruitment by enabling law enforcement to investigate, arrest, and prosecute recruiters.

Bureau of Justice Assistance

This is a notice of funding opportunity (NOFO) for the BJA FY 2025 Invited to Apply Adult Treatment Court Planning, Training, Technical Assistance and Resources Center Initiative. This opportunity is to provide resources to support the delivery of intensive, customized technical assistance (TA) to all newly funded, existing adult treatment court grantees and mentor courts. This program ensures that ATC grantees effectively integrate substance use disorder treatment, mandatory drug testing, incentives and sanctions, and transitional services in a judicially supervised criminal court setting that has jurisdiction over individuals with substance use disorders with the goal of reducing recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery and improves public safety.

Bureau of Counterterrorism

Following Iran's widespread use of ballistic missiles and unmanned aerial systems (UAS) throughout the Near East region during the 2026 conflict, there remains a significant and persistent risk of unexploded ordnance (UXO) falling into the hands of malign actors who could repurpose these materials to carry out attacks against U.S. facilities, critical infrastructure, and civilian soft targets, a phenomenon known as explosive harvesting. The proliferation of UXO, combined with the technical sophistication of Iranian-origin explosive materials, presents an acute threat to regional stability and U.S. national security interests. The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized explosive ordnance disposal (EOD), counter improvised explosive device (C-IED), and post-blast investigation training and equipment to security forces in Iraq, Lebanon, and Gulf Cooperation Council (GCC) member states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates). This program will strengthen the capabilities of foreign governments, including Iraqi security forces, Lebanese Armed Forces (LAF), Lebanese Internal Security Forces (ISF), and GCC member state security services, to identify, render safe, disarm, and properly dispose of UXO and other explosive materials. The program will also enhance post-blast investigation capabilities to support attribution efforts and prosecution of perpetrators who attempt to weaponize these materials. This project will safeguard against attacks being carried out against U.S. facilities and soft targets using these materials.

A, Title II.) to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than compensation). The Congressional Joint Explanatory Statement accompanying the 2026 Commerce, Justice, Science, and Related Agencies (CJS) Appropriations Act lists the designated projects, which the Act incorporates by reference, as stated in relevant part, below $537,978,926 is for discretionary grants to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than compensation), which shall be made available for the OJP Byrne projects, and in the amounts, specified in the table titled Community Project Funding/Congressionally Directed Spending included for this division in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act): Provided, That such amounts may not be transferred for any other purpose; (Pub. L. No. 119-74, Div. A, Title II). Note that this NOFO is only for OJP-Byrne projects to be administered by BJA. Separate NOFOs will be posted and invitations sent for projects to be administered by OJP s National Institute of Justice (NIJ), Office of Juvenile Justice and Delinquency Prevention (OJJDP), and Office for Victims of Crime (OVC).

Community Oriented Policing Services

This is a notice of funding opportunity (NOFO) for the FY26 Technology and Equipment Program (TEP). This noncompetitive, invitational, funding opportunity provides funding to state, territorial, local, Tribal, and other entities designated under the heading Community Oriented Policing Services, Technology and Equipment Community Projects / COPS Law Enforcement Technology and Equipment in the Congressional Joint Explanatory Statement Division C, which is incorporated by reference into Public Law 119-74, to develop and acquire effective law enforcement equipment, technologies and interoperable communications that assist in responding to and preventing crime and expand the implementation of community policing. Equipment funded under this program should meet any applicable requirements of the National Institute of Standards and Technology's Office of Law Enforcement Standards.
