Vocational rehabilitation is a process that prepares people for employment by helping them choose a vocational role and function that is consistent with their abilities, achievements, interests, and functioning capacity. The specific goals of a vocational rehabilitation program vary with the needs of the target population. The process includes the following services: vocational testing, assessment, counseling, pre-vocational activities, training, educational services, life skills/employability referrals, job referrals and placement, and post-placement counseling and follow-up. Programs provide these vocational rehabilitation services directly or by referring the client to an appropriate resource.

The goal of this project is to create a workforce pipeline of multi-disciplinary professionals who have interdisciplinary training and SUD education and work experience in one or all the following: prevention, treatment, recovery, and harm reduction settings.

Office for People With Developmental Disabilities

Supported employment provides appropriate staff and/or material supports for a person obtaining or being maintained in a compensated employment setting in accordance with individual capabilities, choices, and employment goals. Provided in a variety of settings, particularly work sites in which those without disabilities are employed.

Empire State Development

The Pay for Performance Operating Grant Program supports the operational resource needs of workforce training providers offering specialized job training in targeted, high-demand industries. Applicants can apply for funding to be used for a variety of programmatic expenses related to a new program or expansion of an existing program, such as curricula development, instruction and instructional materials, technology, marketing, and/or trainee supports, etc.

Office for People With Developmental Disabilities

Prevocational services prepare an individual for employment, but are not job-task oriented. The purpose of the service is habilitative rather than teaching a specific job task skill. Services are provided to individuals not expected to join the general work force within one year (excluding supported employment programs and pathway to employment.)

Office of Temporary and Disability Assistance (OTDA)

Funded through the federal Temporary Assistance for Needy Families (TANF) block grant for services and expenses of a Youth Employment Program (YEP). The program was established to support a reduction in gun involved violence as part of the New York State Gun Involved Violence Elimination (GIVE) Initiative and will operate in localities in receipt of GIVE funding, as provided by the Division of Criminal Justice Services. The YEP provides for year-round employment and allowable activities and services include: work subsidies for youth; education and training; and supportive services such as transportation.

Empire State Development

The Workforce Development Capital Grant Program supports the capital needs of workforce training providers that seek to enhance or expand their offerings. The Program is open to training programs offering industry-recognized credentials and certificates in high-demand-fields by helping trainers make capital investments crucial to industry-driven workforce training.

Office for People With Developmental Disabilities

This training is directly delivered to people with I/DD to increase specific skills needed for employment. There is a gap in Medicaid Waiver services, prevocational services can only teach work-related, non-task specific skills. CSVT was developed to address this gap to teach people task specific skills related to specific industries to meet today's workforce and business labor needs.

The goal of this project is to support and build the Prevention Workforce by bringing in talented, skilled, knowledgeable, and diverse staff to the field. The goal of this program is to attract both college-level students and/or workforce-ready individuals who, through this initiative, will gain entry-level experience and learn about substance use disorder prevention science, content, and practices. Capacity Building for the Prevention field; create a career pathway into the Prevention workforce by providing foundational Prevention training (SAPST/Pre-SAPST).

NYS Department of Corrections and Community Supervision

The Vocational Development Program (VDP) provides job readiness activities (such as job coaching, job development and job placement) to releasees in order to prepare these individuals for employment searches and improve their employability. The VDP also provides enhanced services to releasees including an OSHA Introductory Course, several short-term certificate-based trainings and supportive services such as work supplies and financial literacy training.

The OASAS Job Placement Initiative offers specialized employment and career services for individuals in treatment for substance use disorders. The Job Placement services are integral to and supported by the evidence-based vocational rehabilitation counseling process. Job Placement includes person-centered job development and job placement services for recovering individuals who seek employment support while participating in the OASAS-licensed treatment provider system. Specifically, Job Placement Providers offer individualized pre-vocational and transitional job seeking assistance services as needed, and intensive and ongoing employment support services up to 180 days to support the continuum of the addiction recovery process.

Labor

A) Layoff aversion by introducing the Shared Work Program to downsizing businesses regardless if a New York State WARN (Worker Adjustment and Retraining Notification) is filed or not. B) Should layoffs not be avoided, initiate intensive job placement assistance for affected workers (private or public sector) attached to a downsizing or closure. Job focused training opportunities, e.g., Dislocated Worker funding, Trade Adjustment Assistance, are also considered when relevant to the customerƒ??s reemployment plan. Related onsite service is emphasized before layoffs occur.

New York Power Authority (NYPA)

As part of NYPA's funding of its workforce training incentives is the renewable energy field, NYPA is supporting LiUNA. The funding will support and allow LiUNA to grow their pre apprenticeship programs. This series of courses prepares members of disadvantaged communities for careers as union construction craft laborers.

Department of Health

The AMSNY Scholars in Medicine and Science and AMSNY Scholarship in Medicine programs (formally known as Diversity in Medicine program) recruits and trains a diverse healthcare workforce that represents the diversity of patients in underserved communities to ensure health equity across the continuum of care. Program funding is available to students who commit to working in underserved areas in New York State upon completion of their medical education. Applicants must be students who are applying to studying in a participating medical school.

State Education Department

State Aid to school districts and BOCES for provision of employment preparation programs including programs leading to a high schools diploma, ESL, occupational training for persons over the age of 21 who may or may not have a high school diploma.

Labor

Provides benefits and support to workers who become unemployed, or are threatened with job loss due to the impact of international trade. TAA program benefits include paid training, income support, job search allowance and job relocation allowance. Due to co-enrollment in the WIOA Dislocated Worker Program, participants are eligible to receive employment and case management services. Services at the One-Stop Center include: assessments, individual employment plans as well as basic and individualized career services.

Research Foundation for Mental Hygiene

The Ticket to Work initiative is specifically designed to assist recipients of Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) between the ages of 18-64 to either enter or return to the workforce. Services and supports can include benefits counseling, job development, job coaching, as well as an array of other employment related supports.

Department of Health

The purpose of this solicitation is to identify and provide funding to eligible organizations to increase the training capacity of healthcare facilities. The goal is to support healthcare facilities statewide to prepare, mentor, and train a steady pipeline of high-quality healthcare professionals. Grants are awarded to facilities licensed under Article 28 of the Public Health Law to cover costs related to increasing their healthcare workforce, including certified nursing assistants, licensed practical nurses, registered nurses, physician assistants, and other direct care professionals.

Office of Temporary and Disability Assistance (OTDA)

The FFFS is supported by the Temporary Assistance for Needy Families (TANF) block grant. Funds are allocated by the State to each local department of social services to support a range of services to address the needs of eligible low-income families consistent with local priorities. Employment services to help TANF-eligible families gain work readiness and job skills that will support workforce entry, job retention, and opportunities for future wage advancement are allowable services under FFFS.

Department of Health

The Area Health Education Center (AHEC) program improves the supply and distribution of health care professionals through community-based training of health care trainees in underserved areas across the state. The goal of the program is to assist in improving health care access to under-served areas by emphasizing the development of a primary care workforce.

Employment and Training Administration (ETA)

SCSEP is a community service and work-based training program for older workers authorized in Title V of the Older Americans Act (OAA) and administered by USDOL/ETA. SCSEP is the only federally sponsored employment and training program targeted specifically to low-income older individuals. SCSEP provides subsidized, part-time, community service training for unemployed, low-income persons aged 55 or older who have poor employment prospects. Through this program, older workers have access to SCSEP services and employment training assistance through the One-Stop Career Center System. Program participants work an average of 20 hours a week and are paid the highest of the federal, state, or local minimum wage. Service priority is given to individuals meeting one or more of the following criteria: Is a veteran or a spouse of a veteran; Is 65 years of age or older; Has a disability; Has limited English proficiency; Has low literacy skills; Resides in a rural area; Has low employment prospects; Has failed to find employment after utilizing services provided under Title I of WIOA; Is homeless or at risk for homelessness; or Are formerly incarcerated or on supervision from release from prison or jail within five years of the date of initial eligibility determination. (Effective March 25, 2021, the 2020 reauthorization of the Older Americans Act (OAA) added this tenth characteristic category that has priority of service over those individuals who meet only the basic eligibility criteria related to age, income, and employment.)
