What are affordable housing and homelessness grants?
These are grants that fund the development, operation, and preservation of housing for low- and moderate-income people, plus the services that prevent and end homelessness. They flow from federal programs like HUD's HOME Investment Partnerships Program and the Continuum of Care (CoC) program, from state housing finance agencies and trust funds, and from foundations — to local governments, nonprofits, community development corporations, and homeless services agencies.
Who can apply for housing and homelessness funding?
Nonprofits, community development corporations (CDCs), transitional and supportive housing providers, homeless services agencies, and housing rehab programs are all eligible for different programs. Some funding flows through states and local governments that re-grant it to nonprofit subrecipients; other programs accept direct applications. Eligibility depends on the program and your organization type, so the right opportunity comes down to what you do and where you operate.
What can housing grants pay for?
Depending on the program: building and acquiring affordable housing, predevelopment and gap financing, owner-occupied rehab and repair, weatherization, rental and tenant-based assistance, emergency and extreme-weather shelter, street outreach, rapid re-housing, and permanent supportive housing that pairs a home with services. Each program defines its own eligible activities and the populations it serves.
