The Secretary of the Interior ("Secretary"), through the Division of Energy and Mineral Development (DEMD), Office of Trust Services, Bureau of Indian Affairs (BIA), is soliciting grant proposals from Federally recognized Tribal entities for the Tribal Energy Development Capacity (TEDC) grant. The TEDC grant seeks to build Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Indian land. Grants may fund development of organizational and business structures for energy development, as well as legal and regulatory infrastructure. Certified Local Governments are encouraged to prioritize projects in support of the celebration of America's 250th birthday (America250). This may include, but is not limited to, preservation 2 planning, interpretation, public engagement, and rehabilitation projects that recognize and honor the nation's founding, history, and cultural heritage.New TERA Pathways Topic Area - As part of this solicitation, applicants may elect to pursue activities aligned with the TERA Pathways Initiative, a strategic capacity building effort focused on supporting Tribal progress toward energy self-determination under the Tribal Energy Resource Agreement (TERA) framework. Critical minerals and materials (CMM) are the building blocks for technologies foundational to U.S. energy dominance, national security, and industrial competitiveness. To build a secure domestic supply of CMMs, the U.S. Department of Energy (DOE) aims to support collaborative industry partnerships to prototype and pilot innovative processing technologies that are currently only proven at the bench scale to address CMM challenges in high impact areas. The CMM Accelerator program will advance these mid-stage innovations through validation, benchmarking, access to national lab test beds, testing in industry relevant environments, technoeconomic analysis, and life-cycle assessment. The program establishes a pipeline to support technology maturation to ultimately unlock private capital investments. It also will leverage other DOE lab-based activities, such as the Critical Materials Innovation Hub (CMI Hub) and the Minerals to Materials Supply Chain Research Facility (METALLIC). Technologies resulting from the program are expected to have a path to domestic commercialization within 3-7 years. This NOFO has 3 Topic Areas, and is further divided into sub-topics for Topic Areas 1 and 3. DE-FOA-0003548: Unleashing Tribal Energy Development Under this Notice of Funding Opportunity (NOFO), the DOE Office of Indian Energy Policy and Programs is soliciting applications to advance affordable, reliable, and secure energy development of Tribal energy resources for the benefit of Tribes and their members. Projects funded under this NOFO are expected to advance Tribal sovereignty through Tribal energy development, efficiency, and use. Projects under Topic Area 1 are expected to serve the electric loads and support the energy needs of Tribes at the scale of a Tribal community or communities. These projects entail the construction of energy assets and projects. Projects under Topic Area 2 are expected to complete all pre-development activities necessary for the deployment of community scale energy projects. Projects under Topic Area 3 are expected to complete necessary pre-development activities for large scale commercial development of Tribal energy resources which lead to enhancement and strengthening of Tribal energy and economic infrastructure. Through this FOA, DOE seeks to fund the scale-up of promising solutions to the market barriers that hinder the growth of energy efficiency in the commercial building sector. The objective of this funding is to build a path for market-ready solutions to be used at scale across the U.S. to improve building energy efficiency. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Solar Energy Technology Office, a Funding Opportunity Announcement (FOA) entitled Solar Desalination . This FOA supports research, development, and potential demonstration of early stage technologies that can significantly reduce the costs of desalination powered by solar thermal energy. Rather than utilizing high-value electricity as an energy input, solar thermal desalination can achieve lower costs than current reverse osmosis systems by lowering the cost of collecting and storing solar thermal energy and increasing the efficiency of thermal desalination technologies. Additionally, thermal desalination can be utilized over a wide range of salt content, making it attractive for applications that require very high salinity feedwater or zero-liquid discharge. Applicants will be expected to propose ideas that have the potential to dramatically decrease the cost of producing solar thermal energy, advance early-stage thermal desalination technologies, or design novel integrated systems that creatively use solar thermal energy to lower the cost of producing fresh water. It is anticipated that the FOA may include the following Areas of Interest: Area of Interest 1 Low cost solar thermal heat - innovative concepts that have the potential to lower the cost of solar thermal collection, transport, and storage below conventional methods of generating heat. Area of Interest 2 Innovative thermal desalination techniques - Novel, early-stage thermal desalination technologies that are well suited to be coupled with solar generated heat. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Advanced Manufacturing Office (AMO), a Funding Opportunity Announcement (FOA) entitled "Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing." (DE-FOA-0001594) This FOA supports the establishment of a Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing. This Institute will enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle energy consumption and carbon emissions associated with industrial-scale materials production and processing through the development of technologies for reuse, recycling, and remanufacturing of materials. Solving this enormous and currently unmet challenge could significantly reduce U.S. primary energy usage and greenhouse gas emissions in the industrial sector, which represents a particularly challenging sector to decarbonize, and improve U.S. manufacturing competiveness in the process. Analysis shows that the development and deployment of cost effective new technologies to enable significant reductions in the life-cycle embodied energy and carbon emissions for materials production in the US economy relative to the use of primary feedstocks could offer energy savings on the order of 1.6 quadrillion BTU (quads) annually across four classes of waste materials - metals, fibers, polymers, and e-waste. The resulting Clean Energy Manufacturing Innovation Institute is expected to be a Department of Energy supported Institute participating in the interagency National Network for Manufacturing Innovation (NNMI) program. The purpose of this Notice is to provide potential applicants advance notice that the Advanced Manufacturing Office (AMO), on behalf of the DOE Office of Energy Efficiency and Renewable Energy (EERE), intends to issue a Funding Opportunity Announcement (FOA) entitled "Clean Energy Manufacturing Innovation Institute on Smart Manufacturing: Advanced Sensors, Controls, Platforms, and Modeling for Manufacturing" (DE-FOA-0001263). This Notice is issued so that interested parties are aware of the EERE?s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. EERE may issue a FOA as described herein, may issue a FOA that is significantly different than the FOA described herein, or DOE may not issue a FOA at all. NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE. Please do not submit questions or respond to this Notice of Intent. Prospective applicants to the FOA should begin developing partnerships, formulating ideas, and gathering data in anticipation of the issuance of this FOA. It is anticipated that this FOA will be posted to EERE eXCHANGE early in the year 2015. The applicant must first register and create an account on the EERE eXCHANGE website. Solar and Planetary Research Grants

The Solar and Planetary Research Grants (SPG) Program provides individual investigator and collaborative research grants for observational, theoretical, laboratory, and archival data studies in the science of our solar system and extrasolar planetary systems. Proposals for projects and tools that enable and enhance research in those areas may also be submitted. Proposals addressing the astronomy and astrophysics of stars,our galaxy, external galaxies, and cosmologywill be handled under a companion NSF solicitation,NSF 16-574, Astronomy and Astrophysics Research Grants (AAG), not under the SPG Program.Proposals that address planet formation within circumstellar disks are appropriate for this SPG Program; proposals that address star formation are better directed to the AAG Program and will not be considered by the SPG Program. Proposals submitted to one of these two programs, and deemed more appropriate for the other program, will be routed to the other program and considered during the next proposal submission season for that program. Potential proposers are cautioned that this could delay a proposal considered more appropriate to the AAG Program for up to a year. Proposals that are solely or predominantly for the acquisition, analysis, or interpretation of space-based data from NASA-supported missions will be returned without review.

The Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy) intends to issue a Funding Opportunity Announcement entitled Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands . Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. In support of the offices objectives, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native regional and village corporations), Tribal Energy Resource Development Organizations and Tribal Consortia to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings ( Area of Interest 1); and (2) Deploy clean energy systems on a community-scale (Area of Interest 2). Under the planned FOA, the Office of Indian Energy will only consider applications from an eligible Indian Tribe (including Alaska Native regional corporations and Alaska village corporations), Tribal Energy Resource Development Organization, or Tribal Consortium (group of organization, one of which is an eligible Indian Tribe who submits the application on behalf of the consortium) on whose Indian Land the project will be located. Applications from a consortium of Indian Tribes will be accepted but must be submitted by a single Indian Tribe acting as the Applicant representing the Consortium. Applications may also be submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, provided evidence of that authority is supplied as part of the application. A Tribal Council Resolution from each participating Indian Tribe, declaration (or resolution) from each Tribal Energy Resource Development Organization or Tribal Consortium, and a letter of commitment from all other project participants will be required as a part of the application. If an application is being submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, evidence of that authority will be required as part of the application, along with a declaration (or resolution) from the Tribal Organization or Inter-Tribal Organization, and a letter of commitment from all other project participants. All resolutions, declarations and letters of commitment must be specific to the FOA and must include any cost sharing commitments. The purpose of this Notice is to provide potential applicants advance notice that the Office of Indian Energy, on behalf of the DOE, intends to issue a FOA titled, "DE-FOA-0001390 - Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands". NO APPLICATIONS WILL BE ACCEPTED THROUGH THIS NOTICE. Please do not submit questions or respond to this Notice of Intent. DOE plans to issue the FOA in or around the last calendar quarter in 2015. In order to be notified when a FOA is issued and to be able to submit an application, prospective applicants must first register and create an account on the EERE eXCHANGE website.
