The Secretary of the Interior ("Secretary"), through the Division of Energy and Mineral Development (DEMD), Office of Trust Services, Bureau of Indian Affairs (BIA), is soliciting grant proposals from Federally recognized Tribal entities for the Tribal Energy Development Capacity (TEDC) grant. The TEDC grant seeks to build Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Indian land. Grants may fund development of organizational and business structures for energy development, as well as legal and regulatory infrastructure. Certified Local Governments are encouraged to prioritize projects in support of the celebration of America's 250th birthday (America250). This may include, but is not limited to, preservation 2 planning, interpretation, public engagement, and rehabilitation projects that recognize and honor the nation's founding, history, and cultural heritage.New TERA Pathways Topic Area - As part of this solicitation, applicants may elect to pursue activities aligned with the TERA Pathways Initiative, a strategic capacity building effort focused on supporting Tribal progress toward energy self-determination under the Tribal Energy Resource Agreement (TERA) framework. <p>The Department of State’s Office of the Nonproliferation and Disarmament Fund (ACN/NDF) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). ACN/NDF invites non-profit/non-governmental organizations, international organizations, educational institutions, for-profit organizations, and U.S. federal government entities to submit proposals for projects that will advance the mission of NDF’s nuclear security, safety, and nonproliferation special project. Funds provided under this grant shall be used to develop and implement a program of cooperation with Türkiye on the development, procurement, deployment, and operation of its civil nuclear energy infrastructure. Critical minerals and materials (CMM) are the building blocks for technologies foundational to U.S. energy dominance, national security, and industrial competitiveness. To build a secure domestic supply of CMMs, the U.S. Department of Energy (DOE) aims to support collaborative industry partnerships to prototype and pilot innovative processing technologies that are currently only proven at the bench scale to address CMM challenges in high impact areas. The CMM Accelerator program will advance these mid-stage innovations through validation, benchmarking, access to national lab test beds, testing in industry relevant environments, technoeconomic analysis, and life-cycle assessment. The program establishes a pipeline to support technology maturation to ultimately unlock private capital investments. It also will leverage other DOE lab-based activities, such as the Critical Materials Innovation Hub (CMI Hub) and the Minerals to Materials Supply Chain Research Facility (METALLIC). Technologies resulting from the program are expected to have a path to domestic commercialization within 3-7 years. DE-FOA-0003548: Unleashing Tribal Energy Development Under this Notice of Funding Opportunity (NOFO), the DOE Office of Indian Energy Policy and Programs is soliciting applications to advance affordable, reliable, and secure energy development of Tribal energy resources for the benefit of Tribes and their members. Projects funded under this NOFO are expected to advance Tribal sovereignty through Tribal energy development, efficiency, and use. Projects under Topic Area 1 are expected to serve the electric loads and support the energy needs of Tribes at the scale of a Tribal community or communities. This Notice of Funding Opportunity (NOFO) will seek proposals for specific research and development (R&D) projects to improve recovery efficiency from unconventional oil and natural gas reservoirs and to advance technologies for the treatment of flowback and produced water from oil and natural gas production operations. Despite increasing energy for demand, recovery efficiency for oil and natural gas from unconventional reservoirs can average less than 10 percent. This NOFO will enable rapid field deployment of a variety of novel technologies and processes related to improving primary and enhanced recovery with the goal of significantly improving resource recovery and accelerating industry uptake. This FOA supports research, development, and potential demonstration of early stage technologies that can significantly reduce the costs of desalination powered by solar thermal energy. Rather than utilizing high-value electricity as an energy input, solar thermal desalination can achieve lower costs than current reverse osmosis systems by lowering the cost of collecting and storing solar thermal energy and increasing the efficiency of thermal desalination technologies. Additionally, thermal desalination can be utilized over a wide range of salt content, making it attractive for applications that require very high salinity feedwater or zero-liquid discharge. Applicants will be expected to propose ideas that have the potential to dramatically decrease the cost of producing solar thermal energy, advance early-stage thermal desalination technologies, or design novel integrated systems that creatively use solar thermal energy to lower the cost of producing fresh water. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Advanced Manufacturing Office (AMO), a Funding Opportunity Announcement (FOA) entitled "Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing." (DE-FOA-0001594) This FOA supports the establishment of a Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing. This Institute will enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle energy consumption and carbon emissions associated with industrial-scale materials production and processing through the development of technologies for reuse, recycling, and remanufacturing of materials. Solving this enormous and currently unmet challenge could significantly reduce U.S. primary energy usage and greenhouse gas emissions in the industrial sector, which represents a particularly challenging sector to decarbonize, and improve U.S. manufacturing competiveness in the process. The purpose of the CHE-DMR-DMS Solar Energy Initiative is to support interdisciplinary efforts by groups of researchers to address the scientific challenges of highly efficient harvesting, conversion, and storage of solar energy. Groups must include three or more co-Principal Investigators of whom one must be a researcher in chemistry, a second in materials, and a third in mathematical sciences in areas supported by the Divisions of Chemistry, Materials Research, and Mathematical Sciences, respectively. The intent is to encourage new collaborations in which the mathematical sciences are linked in a synergistic way with the chemical and materials sciences to develop novel, potentially transformative approaches in an area of much activity but largely incremental advances. Successful proposals will offer potentially transformative projects, new concepts, and interdisciplinary education through research involvement based on the integrated expertise and synergy from the three disciplinary communities.

The Solar and Planetary Research Grants (SPG) Program provides individual investigator and collaborative research grants for observational, theoretical, laboratory, and archival data studies in the science of our solar system and extrasolar planetary systems. Proposals for projects and tools that enable and enhance research in those areas may also be submitted. Proposals addressing the astronomy and astrophysics of stars,our galaxy, external galaxies, and cosmologywill be handled under a companion NSF solicitation,NSF 16-574, Astronomy and Astrophysics Research Grants (AAG), not under the SPG Program.Proposals that address planet formation within circumstellar disks are appropriate for this SPG Program; proposals that address star formation are better directed to the AAG Program and will not be considered by the SPG Program. Proposals submitted to one of these two programs, and deemed more appropriate for the other program, will be routed to the other program and considered during the next proposal submission season for that program. Potential proposers are cautioned that this could delay a proposal considered more appropriate to the AAG Program for up to a year. The Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy) intends to issue a Funding Opportunity Announcement entitled Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands . Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. In support of the offices objectives, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native regional and village corporations), Tribal Energy Resource Development Organizations and Tribal Consortia to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings ( Area of Interest 1); and (2) Deploy clean energy systems on a community-scale (Area of Interest 2). Under the planned FOA, the Office of Indian Energy will only consider applications from an eligible Indian Tribe (including Alaska Native regional corporations and Alaska village corporations), Tribal Energy Resource Development Organization, or Tribal Consortium (group of organization, one of which is an eligible Indian Tribe who submits the application on behalf of the consortium) on whose Indian Land the project will be located. Applications from a consortium of Indian Tribes will be accepted but must be submitted by a single Indian Tribe acting as the Applicant representing the Consortium. Applications may also be submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, provided evidence of that authority is supplied as part of the application. A Tribal Council Resolution from each participating Indian Tribe, declaration (or resolution) from each Tribal Energy Resource Development Organization or Tribal Consortium, and a letter of commitment from all other project participants will be required as a part of the application. If an application is being submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, evidence of that authority will be required as part of the application, along with a declaration (or resolution) from the Tribal Organization or Inter-Tribal Organization, and a letter of commitment from all other project participants. All resolutions, declarations and letters of commitment must be specific to the FOA and must include any cost sharing commitments.
