Transformed Business Model (Non-Licensed Program) A Transformed Business Model was designed to transform those employment opportunities offered by a sheltered workshop provider into competitive, integrated jobs. This model may only be funded in an agency that formerly operated a sheltered workshop program and/or currently provides services through a Personalized Recovery Oriented Services program (PROS). A Transformed Business Model is a self-sustaining business such as a small retail or wholesale outlet, or manufacturing and service-oriented business that is owned and operated by an OMH provider; a TBM provides both employment and mental health supports onsite. These businesses provide integrated, competitive, employment opportunities for individuals with serious mental illness. The OMH funding is for the mental health supports* needed for the person to be successful at the job. *Supports may include assisting someone in interpreting and responding appropriately to interpersonal situations at work, or learning to cope with mental health symptoms to enhance their work performance. Financial/Benefits Counseling may be provided. Care should be taken to ensure policies exist to separate the provision of mental health support from work supervision. Note: A PROS program cannot bill for employment services for individuals employed in a TBM. The goal of supported employment is for individuals to work a minimum of 10 hours per week in an integrated, competitive job, with leeway for absence due to illness, vacation, or temporary work stoppages. See Glossary for definitions of "Competitive Employment" and "Integrated Employment". To be considered employed part time, participants should be scheduled to work a minimum of 10 hours each week. Manufacturing Extension Partnership (MEP) Projects - Strategic Growth Areas

The National Institute of Standards and Technology invites proposals from eligible organizations for projects to develop client engagement or business models and deployment strategies that integrate two or more of the MEP Strategic Growth Areas. The projects should further demonstrate in its proposed client engagement or business model, the benefit of this integration and how the approach can expand service capability and capacity of the MEP system. The five MEP Strategic Growth Areas are: supply chain, sustainability, technology acceleration, workforce and continuous improvement. Proposals should include a plan, a client engagement or business model and deployment strategy for the project, and an approach for leveraging existing tools, resources and partnerships. The objective of these projects is to demonstrate the ability to strengthen, through an integrated transformational growth services model, the global competitiveness of small- and medium-sized U.S. based manufacturing firms. Project specific performance measurement and management approaches, including key milestones, are crucial to the evaluation of these projects. NIST is seeking projects that present novel and new approaches to delivering and communicating performance measurement and evaluation. For example, those projects that incorporate the following factors will be considered competitive: internal performance measurement for management control, external evaluation for assessing outcomes of the activity, and customer satisfaction measures of performance. This could include approaches to gathering outcome information, comparisons of outcomes achieved by project clients or other approaches to performance measurement and evaluation. The MEP program places high importance on ensuring that projects be well aligned with the work of MEP service providers in order to maximize the potential and impact of existing resources. NIST invites proposals from eligible applicants to conduct approximately two (2) pilot projects that will inform future NIST investment leading to the development of a network of Manufacturing Technology Acceleration Centers (M-TACs). The emphasis of these pilots will be to demonstrate the conduct of technology transition and commercialization activities with small and mid-sized U.S. manufacturers to foster their readiness to adopt and/or adapt advanced technologies into their manufacturing processes and products. The pilots will specifically focus on addressing the technical and business challenges encountered by small and mid-sized U.S. manufacturers as they attempt to integrate, adopt, transition, and commercialize both existing and emerging product and process technologies into their operations to help them grow and compete within manufacturing supply chains as innovative, value-adding components of our nation s economy.These pilots will be operated by existing Manufacturing Extension Partnership (MEP) Centers and are expected to work in collaboration with other existing resources, including research consortia and institutions such as those operating as part of or in conjunction with the National Network for Manufacturing Innovation (NNMI), state and local technology-based economic development intermediaries, industry associations, industry-university partnerships, and manufacturing organizations. The pilots will create and test business models for potential, future operationalized M-TACs that can scale up on a national level to serve the needs of significant numbers of small and mid-sized manufacturers on the order of thousands on an annual basis. Funding will be divided equally into two separate competitions: one for Very Small Processors and Small Processors, and one for Intermediate Processors. Each competition will have its own ranking and award process.&nbsp;Cost share is required. Applicants will be required to identify sources and amounts that will make up the required cost share in the application and will need to verify cost share funding prior to final award approval. They include the Cannabis Use Disorders (CUDs) such cannabis abuse and dependence, the Cannabis Induced Disorders (CIDs) such as intoxication, psychosis, and anxiety, as well as the comorbidity of these disorders with other medical and psychiatric disorders (e.g., depression). Cannabis use includes marijuana, hashish, and other tetrahydrocannabinol (THC) containing substances. NIDA is encouraging research in this area because there is a high prevalence of marijuana use in the general population accompanied with an increasing misperception that its use poses low health risk, there is limited research in this area, and there are no effective pharmacological treatments available for these disorders. Mechanism of Support. This FOA will utilize the NIH Research Project Grant (R01) award mechanism and runs in parallel with an FOA of identical scientific scope, PA-07-366, that solicits applications under the R21 mechanism.
