The goals of U.S. policy in the region are to: 1) secure opportunities that advance U.S. commercial and strategic interests; 2) promote trusted cooperation in emerging technologies, innovation, and space; and 3) deepen people-to-people ties that showcase American excellence. Applicants should clearly explain how their projects support U.S. public diplomacy goals, strengthen the U.S.-Oman partnership, and highlight American expertise, leadership, and innovation. Programs should include a clear U.S. element, such as engagement with U.S. experts, institutions, companies, universities, artists, athletes, alumni, or professional networks; the use of American models, standards, technologies, or best practices; or activities that increase understanding of the United States and its partnership with Oman. Program Description1. Project Background, Goals, and Objectives The Public Diplomacy Section of U.S. Embassy Muscat is pleased to invite applications for federal assistance funding opportunities, pending availability of funds, through its Public Diplomacy Small Grants Program. This Annual Program Statement outlines the Embassy s funding priorities, strategic themes, and procedures for submitting proposals. Applicants should carefully follow all instructions below. The Public Diplomacy Section seeks proposals for programs that advance U.S. foreign policy priorities in Oman while strengthening the long-standing partnership between the United States and Oman. Competitive proposals should clearly demonstrate how the proposed project makes the United States safer, stronger, or more prosperous; and showcases American excellence, expertise, innovation. Programs should include a clear U.S. element, such as engagement with U.S. experts, institutions, companies, universities, artists, athletes, alumni, or professional networks; the use of American models, standards, technologies, or best practices; or activities that increase understanding of the United States and its role as a trusted partner for Oman. 2. Program Objectives Applicants may submit proposals that address one of the program goals below. Proposals should focus on one or more of the priority outcomes, but applicants may also recommend their own objectives if they clearly align with U.S. Embassy Muscat priorities. Goal 1. Advancing U.S.-Oman Commercial Ties, and Shared Prosperity: This goal supports programs that make the United States more prosperous by expanding U.S.-Oman economic cooperation, strengthening commercial ties, and highlighting the value of trusted U.S. expertise, technology, standards, and business practices. Projects may support Omani entrepreneurs, students, business leaders, and institutions in sectors that advance shared economic priorities, including innovation, trade and investment, tourism, logistics, clean energy, creative industries, and other areas linked to Oman s economic diversification goals. Programs should demonstrate how engagement with U.S. experts, companies, universities, or professional networks can help Omani audiences develop practical skills, build market-oriented solutions, and identify opportunities for long-term U.S.-Oman commercial cooperation. Project Audience(s): Entrepreneurs, students, business professionals, chambers of commerce, academic institutions, economic organizations, youth, and relevant civil society partners. Priority Outcome(s): Applicants may focus on one or more of the outcomes listed below. Applicants are encouraged to propose additional objectives and innovative activities that address this priority program area. Increased awareness among Omani audiences of opportunities for U.S.-Oman trade, investment, entrepreneurship, and private-sector collaboration. Stronger connections between Omani entrepreneurs, students, or business leaders and U.S. experts, companies, universities, or professional networks. Greater understanding of American business practices, innovation models, market-based solutions, and trusted U.S. standards in sectors important to Oman s economic growth. New partnerships or project ideas that position the United States as a preferred partner for economic cooperation, entrepreneurship, and commercial innovation in Oman. Goal 2. Strengthening Sports Diplomacy, Youth Leadership, and Major-Event Expertise: This goal supports programs that use sports to advance U.S. public diplomacy goals, strengthen people-to-people ties, and share American excellence in sports management, coaching, athletic development, sports entrepreneurship, and major-event planning. As the United States prepares to host major global sporting events, including the Olympics, proposals may draw on U.S. experience in organizing, managing, and leveraging sports events to support youth development, community engagement, tourism, and economic opportunity. Projects should demonstrate how U.S. sports expertise can benefit Omani athletes, coaches, sports institutions, youth organizations, and communities while strengthening positive perceptions of the United States and expanding long-term U.S.-Oman cooperation in the sports sector. Project Audience(s): Youth, athletes, coaches, sports federations and clubs, schools, universities, sports entrepreneurs, community organizations, and relevant public or private-sector partners. Priority Outcome(s): Applicants may focus on one or more of the outcomes listed below. Applicants are encouraged to propose additional objectives and innovative activities that address this priority program area. Increased exchange of U.S. and Omani expertise in sports management, coaching, leadership, athletic development, and major-event planning. Expanded professional connections between Omani sports institutions, coaches, athletes, or youth organizations and U.S. sports experts or institutions. Greater understanding of how sports diplomacy can support entrepreneurship, education, health, tourism, and community development. Increased recognition of the United States as a global leader in sports innovation, major-event management, and sports diplomacy. Goal 3. Showcasing American Excellence in Culture, Heritage, and Creative Industries: This goal supports programs that showcase American excellence, creativity, innovation, and cultural leadership while strengthening cultural understanding between the United States and Oman. Projects may connect American and Omani artists, cultural institutions, heritage professionals, designers, filmmakers, musicians, writers, museum professionals, and creative entrepreneurs. Programs may highlight the role of culture and heritage in strengthening national identity, mutual understanding, tourism, and economic opportunity. Projects may also showcase U.S. excellence in creative industries, including film, music, design, museums, digital storytelling, gaming, publishing, architecture, cultural entrepreneurship, and other creative sectors where the United States has global influence. Projects under this goal should support marking the 250th anniversary of the founding of the United States. Freedom 250 programs should highlight American history, constitutional traditions, innovation, entrepreneurship, creativity, civic ideals, and the people-to-people ties that connect the United States and Oman. Project Audience(s): Artists, cultural institutions, museums, heritage professionals, students, youth, creative entrepreneurs, educators, writers, filmmakers, designers, alumni, and the public. Priority Outcome(s): Applicants may focus on one or more of the outcomes listed below. Applicants are encouraged to propose additional objectives and innovative activities that address this priority program area. Increased collaboration between U.S. and Omani cultural, creative, or heritage professionals and institutions. Greater public understanding of the United States through American arts, culture, history, innovation, and creative industries. Strengthened skills among Omani artists, cultural professionals, or creative entrepreneurs through engagement with U.S. experts, institutions, or models. Programs that connect Omani heritage and American creative expertise through exhibitions, workshops, public programs, digital storytelling, or joint cultural initiatives. Freedom 250 programs that increase awareness of American history, constitutional freedoms, innovation, entrepreneurship, and the long-standing U.S.-Oman partnership. Goal 4. Advancing Emerging Technologies, Space Cooperation, and Innovation: This goal supports programs that make the United States safer, stronger, and more prosperous by expanding U.S.-Oman cooperation in emerging technologies, space science, and innovation. Projects should showcase U.S. leadership in science, technology, and space while supporting Omani talent, institutional capacity, and innovation ecosystems in areas of shared strategic interest. Projects may focus on artificial intelligence, cybersecurity, data science, digital transformation, advanced manufacturing, biotechnology, clean technology, trusted digital infrastructure, satellite technology, Earth observation, STEM education, commercial space, or space entrepreneurship. Competitive proposals should include a clear U.S. connection, such as collaboration with U.S. universities, research institutions, technology companies, NASA-related educational resources, private-sector innovators, U.S. exchange alumni, or American experts. Programs should demonstrate how U.S. expertise, standards, and innovation models can help Omani students, researchers, entrepreneurs, educators, and professionals develop practical skills, build trusted partnerships, and contribute to long-term U.S.-Oman cooperation in technology and space. Project Audience(s): Students, youth, universities, researchers, entrepreneurs, technology professionals, STEM organizations, science communicators, educators, civil society organizations, and relevant public or private-sector partners. Both programs currently collaborate with the City of New Rochelle and New Rochelle High School. The New Rochelle Environmental Justice Initiative will expand these programs to create a comprehensive environmental justice effort targeting air and water quality. The project will involve youth and community members in community-led research on local air and water quality. Following the research, we will engage and educate the public on the findings, aiming to raise awareness and develop collaborative, community-driven solutions for clean and green infrastructure. By integrating community-based research with policy development, the initiative empowers residents to advocate for the identified solutions in partnership with local officials. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Fuel Cell Technologies Office (FCTO), a Funding Opportunity Announcement (FOA) entitled Fuel Cell Technologies Office Annual FOA . The FCTO is a key component of the Department of Energy s (DOE) EERE portfolio. Fuel cells powered by hydrogen from renewable or low-carbon resources can lead to substantial energy savings and reductions in imported petroleum and carbon emissions. The FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions through research, development and demonstration (RD&D) to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. It is anticipated that the FOA will include 4 topics that are detailed below. The first 3 topics will leverage FCTO s national lab consortia launched under the DOE Energy Materials Network (EMN) in FY16, in support of the President s Materials Genome Initiative and advanced manufacturing priorities. Consortia that will be leveraged include: ElectroCat, HydroGEN, and HyMARC (additional information is below). Applicants will be encouraged to leverage consortia capabilites in their research, and share research results with consortia data portals. Interested applicants are encouraged to explore consortia capabilites, and interface with consortia steering committees prior to the release of the FOA. To help facilitate this, FCTO plans to hold webinars and/or weekly public teleconferences with technical representatives from each consortium in the coming weeks, wherein interested applicants can ask questions about the consortia s capabilities. These webinars and teleconferences will be open to the public and their recordings will be publically posted to ensure everyone has the same access. The Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy) intends to issue a Funding Opportunity Announcement entitled Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands . Through this planned Funding Opportunity Announcement (FOA), DOE continues its efforts to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands. In support of the offices objectives, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native regional and village corporations), Tribal Energy Resource Development Organizations and Tribal Consortia to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings ( Area of Interest 1); and (2) Deploy clean energy systems on a community-scale (Area of Interest 2). Under the planned FOA, the Office of Indian Energy will only consider applications from an eligible Indian Tribe (including Alaska Native regional corporations and Alaska village corporations), Tribal Energy Resource Development Organization, or Tribal Consortium (group of organization, one of which is an eligible Indian Tribe who submits the application on behalf of the consortium) on whose Indian Land the project will be located. Applications from a consortium of Indian Tribes will be accepted but must be submitted by a single Indian Tribe acting as the Applicant representing the Consortium. Applications may also be submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, provided evidence of that authority is supplied as part of the application. A Tribal Council Resolution from each participating Indian Tribe, declaration (or resolution) from each Tribal Energy Resource Development Organization or Tribal Consortium, and a letter of commitment from all other project participants will be required as a part of the application. If an application is being submitted on behalf of an Indian Tribe(s) by an authorized Tribal Organization or Inter-Tribal Organization, evidence of that authority will be required as part of the application, along with a declaration (or resolution) from the Tribal Organization or Inter-Tribal Organization, and a letter of commitment from all other project participants. All resolutions, declarations and letters of commitment must be specific to the FOA and must include any cost sharing commitments. The purpose of this Notice is to provide potential applicants advance notice that the Office of Indian Energy, on behalf of the DOE, intends to issue a FOA titled, "DE-FOA-0001390 - Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands". National Energy Technology Laboratory

The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) intends to issue an Administrative and Legal Requirements Document (ALRD) on behalf of the DOE Office of Fossil Energy and Carbon Management (FECM) and in collaboration with U.S. Environmental Protection Agency (EPA), entitled IRA: Mitigating Emissions from Marginal Conventional Wells. NETL anticipates issuing the ALRD in August 2023 with an application availability period of 30 days. The ALRD will be funded by the Clean Air Act (CAA), as amended by the Inflation Reduction Act (IRA). DOE is partnering with EPA to make funds available to States for the purpose of working with operators to voluntarily and permanently plug marginal conventional wells on non-Federal lands, supporting environmental restoration of the well pad, and enhancing industry s and States capacities to monitor methane and other air pollutants from wells. If released, this ALRD is expected to make available up to $350 million for financial assistance in the form of grants to States via a formula. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Advanced Manufacturing Office (AMO), a Funding Opportunity Announcement (FOA) entitled "Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing." (DE-FOA-0001594) This FOA supports the establishment of a Clean Energy Manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing. This Institute will enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle energy consumption and carbon emissions associated with industrial-scale materials production and processing through the development of technologies for reuse, recycling, and remanufacturing of materials. Solving this enormous and currently unmet challenge could significantly reduce U.S. primary energy usage and greenhouse gas emissions in the industrial sector, which represents a particularly challenging sector to decarbonize, and improve U.S. manufacturing competiveness in the process. Analysis shows that the development and deployment of cost effective new technologies to enable significant reductions in the life-cycle embodied energy and carbon emissions for materials production in the US economy relative to the use of primary feedstocks could offer energy savings on the order of 1.6 quadrillion BTU (quads) annually across four classes of waste materials - metals, fibers, polymers, and e-waste. The resulting Clean Energy Manufacturing Innovation Institute is expected to be a Department of Energy supported Institute participating in the interagency National Network for Manufacturing Innovation (NNMI) program. The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. Fuel cells powered by hydrogen from renewable or low-carbon resources can lead to substantial energy savings and reductions in imported petroleum and carbon emissions. FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and greenhouse gas (GHG) emissions. FCTO accomplishes its goals by adopting a technology-neutral approach toward research, development and demonstration (RD&D) to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and other barriers such as hydrogen codes and standards. The central mission of FCTO is to enable the widespread commercialization of a portfolio of hydrogen and fuel cell technologies through applied RD&D, and diverse efforts to overcome institutional and market challenges. Fuel cells can address our critical energy challenges in all sectors: transportation, commercial, residential, and industrial. They can use diverse fuels, including biomass-based fuels, natural gas, and hydrogen produced from renewable resources. FCTO s focus is primarily transportation and light-duty passenger vehicles utilizing hydrogen as an energy carrier. These areas will have the greatest impact in terms of GHG and petroleum reduction and they are aligned with the President s goals and Climate Action Plan. However, FCTO also supports a range of other applications, including near-term markets such as distributed primary and backup power, lift trucks, and portable power; mid-term markets such as residential combined-heat-and-power (CHP) systems, and auxiliary power units; and longer-term markets such as fleet vehicles. This FOA will provide funding to meet FCTO s goals for Hydrogen Production and Delivery, Hydrogen Storage, Fuel Cell Technologies, Technology Validation, Manufacturing, and Analysis Programs. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Wind and Water Power Technologies Office (WWPTO), a Funding Opportunity Announcement (FOA) entitled ?Technology Incubator for Wind Energy Innovations?. EERE is an organization focused on achieving aggressive and well-defined mid-to-long term clean energy goals for the United States of America. In that context, EERE has established multi-year plans and roadmaps. EERE focuses the majority of its resources on a limited number of "highest probability of success" pathways/approaches to ensure that the program initiatives are supported at a critical mass (both in terms of dollars and time) for maximum impact. This roadmap-based approach is one of EERE's greatest strengths, which can create challenges in recognizing and exploring unanticipated, game changing pathways/approaches which may ultimately be superior to the pathways/approaches on our existing roadmaps. To enhance the responsiveness of the roadmap approach, EERE is issuing "Incubator" Funding Opportunity Announcements within its existing Offices and programs to support innovative technologies and solutions that could help meet existing goals but are not represented in a significant way in the Offices' existing Multi-Year Program Plans (MYPPs) or current portfolios. Notice of Intent to Issue: Funding Opportunity Announcement No. DE-FOA-0001660 - Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands - 2016 The Department of Energy s (DOE s) Office of Indian Energy Policy and Programs (Office of Indian Energy) is charged by Congress under the Indian Tribal Energy Development and Self Determination Act of 2005 (Energy Policy Act of 2005 (EPAct 2005)), Title V, 502, codified at 42 USC 7144e and 25 USC 3501 et seq.) , to provide, direct, foster, coordinate, and implement energy planning, education, management, conservation, and delivery programs that (1) Promote Indian tribal energy development, efficiency, and use; (2) Reduce and stabilize energy costs; (3) Enhance and strengthen Indian tribal energy and economic infrastructure relating to natural resource development and electrification; and (4) Bring electric power and service to Indian land and homes for tribal members located on Indian lands or acquired, constructed, or improved (in whole or in part) with Federal funds. 42 USC 7144e(b). Through this planned Funding Opportunity Announcement (FOA), the Office of Indian Energy will be continuing its efforts to maximize the development and deployment of energy solutions for the benefit of American Indians and Alaska Natives and help build the knowledge, skills, and resources needed to implement those energy solutions. Specifically, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native Regional Corporations and Village Corporations) and Tribal Energy Resource Development Organizations to: (1) Install clean energy and energy efficiency retrofit projects for tribal buildings (Area of Interest 1); and, (2) Deploy clean energy systems on a community-scale (Area of Interest 2). A critical path to improving energy efficiency for manufacturing is increased automation (enabled by advanced sensors and controls) and integration across the supply chain. However, cybersecurity risks limit increased adoption and implementation of automation, advanced sensors and controls necessary to improve energy efficiency. By improving cybersecurity protection, those risks can be reduced and also catalyze adoption of more energy efficiency technologies in manufacturing.
