This UIPL provides general operating guidance for the RESEA program for FY 2026: (a) definitions for RESEA-specific terms; (b) funding details, including the base-funding formula for state grants, outcome payments, and evaluation set-aside costs; (c) program design requirements; (d) program operations, including the involvement of UI agency staff and performance reporting requirements; (e) evidence-based interventions and evaluation requirements; and (f) the RESEA State Plan submission process. This is a Notice of Intent Only. The U.S. Department of Labor, Employment and Training Administration intends to provide funding for a cooperative agreement with the National Governors Association, Center for Best Practices (NGA Center) to provide a comprehensive program of support to American Apprenticeship grantees. This comprehensive program of support will conduct state policy academies, learning institutes and offer grantees the opportunity to share lessons learned, learn from subject matter experts and peers, and access implementation support on specific topics. Together these efforts will further the development of a uniquely American Apprenticeship system.

NOTE: This is a Notice of Intent. There is no announcement related to this notice. We are not accepting applications. Subject to the availability of funds, USDOL s ETA intends to provide funding to an existing cooperative agreement with the National Association of State Workforce Agencies (NASWA), Center for Employment Security Education and Research (CESER) for continued support for the operations of the Interstate Connection Network (ICON) without full and open competition, to extend the implementation of the program and its funding capacity. Authority: DLMS 2, Chapter 830, Section 836 (G): Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity to be funded. It is necessary to fund a recipient that has an established relationship with the agency in order to maintain an existing facility or capability to furnish services or benefits of particular significance to the agency on a long-term basis.
