This RFI is soliciting information from organizations across these various sectors to assess interest and capability for adopting the long-term operation and sustainment of mature global observing systems--or elements of these observing systems (e.g., deployments, data management, etc.). This RFI is for informational purposes only and does not constitute a request for proposals or solicitation for a contract or grant award, nor does it obligate the Government in any way. The Government will not reimburse respondents for any costs associated with responding to this request.

This notice invites non-Federal entities to partner with the ocean and coastal mapping programs of NOAA's National Ocean Service on jointly-funded projects of mutual interest and establishes selection criteria and submission requirements for such projects under the Brennan Ocean Mapping Fund opportunity. With this funding opportunity, NOAA will match selected non-Federal partners at a 70:30/NOAA:partner ratio for projects proposing to contract for ocean, coastal, and/or Great Lakes mapping data totaling up to $1,000,000 per project. Selected non-Federal partners further benefit from this opportunity by leveraging NOAA's contracting and data management expertise. This ocean and coastal mapping funding opportunity is subject to the availability of funds.

NMFS announces the receipt of an application for an exempted fishing permit (EFP) from the Florida Fish and Wildlife Conservation Commission (FWC). If granted, the EFP would authorize limited recreational harvest of red snapper outside of any Federal recreational season in South Atlantic Federal waters and exempt that harvest from the red snapper recreational bag and possession limits, recreational annual catch limits (ACLs), general reporting requirements for charter vessels and headboats, and accountability measures (AMs). FWC's project is intended to test alternative recreational management strategies that could be used by the South Atlantic Fishery Management Council (Council) to reduce the number of discards of red snapper and other federally managed snapper-grouper species, create additional opportunities to participate in sustainable recreational harvest, and improve angler satisfaction.

Notice is hereby given that NMFS and United States Fish and Wildlife Service (USFWS) received an Incidental Take Permit application for the Pierce County Planning and Public Works (Pierce County or applicant) Habitat Conservation Plan (HCP). The HCP has been submitted pursuant to the Endangered Species Act (ESA) of 1973, as amended. NMFS has also prepared a draft environmental assessment (EA) under the National Environmental Policy Act (NEPA) describing the potential effects of NMFS' and USFWS' proposed issuance of the permit associated with the submitted HCP. NMFS is furnishing this notice in order to allow other agencies and the public an opportunity to review and comment on these documents. All comments and other information received will become part of the public record and will be available for review.

Notice is hereby given that the Texas Parks and Wildlife Department (TPWD) has applied for an incidental take permit (ITP) pursuant to the Endangered Species Act of 1973, as amended (ESA). The permit application is for the incidental take of ESA-listed sea turtles associated with otherwise lawful fishery-independent gill net surveys within Texas bays and estuaries. NMFS is publishing this notice to allow other agencies and the public an opportunity to review and comment on the application and Conservation Plan. Notice is hereby given that NMFS has received applications for renewal of two enhancement permit applications pursuant to the Endangered Species Act (ESA) for hatchery operations rearing and releasing Snake River Fall-run Chinook salmon in the Snake River basin of Idaho. The applications are in the form of two existing hatchery and genetic management plans (HGMPs), and two addendums. This new addendum and the associated prior documents describe programs operated by the Nez Perce Tribe (NPT), Washington Department of Fish and Wildlife (WDFW), Oregon Department of Fish and Wildlife (ODFW) and Idaho Department of Fish and Game (IDFG), and funded by the United States Fish and Wildlife Service (USFWS) through the Lower Snake Compensation Plan (LSRCP), Idaho Power Company (IPC), and the Bonneville Power Administration (BPA). This document serves to notify the public of the availability and opportunity to comment on an HGMP and associated Addendums on the proposed hatchery programs.
