The Rural Housing Service (RHS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), issued a Notice of Funding Opportunity (NOFO) published at 90 FR 30037 (July 8, 2025) to announce acceptance of applications under the Rural Community Development Initiative (RCDI) program for fiscal year (FY) 2025. This notice is being rescinded because Rural Development is currently updating the program's NOFO to ensure it reflects existing guidance as well as new policy and program priorities that have emerged since the original publication. Due to these revisions, applications submitted under this NOFO will not advance further in the review process. Applicants will be required to submit a new application once a future RCDI NOFO is issued.

In accordance with the Paperwork Reduction Act, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations on a revision of a currently approved information collection that supports the Certified Mediation Program. The information collection is necessary to ensure that the grant program is administered properly. The collection of information is used to determine whether participants meet the eligibility requirements to be a recipient of grant funds. Lack of adequate information to make the determination could result in the improper administration of Federal grant funds.

The United States Department of Agriculture, Rural Development (RD), which is comprised of the Rural Business-Cooperative Service (RBCS), Rural Utilities Service (RUS), and Rural Housing Service (RHS), announces that it is amending 14 program funding opportunities to remove references to the prior Administration's key priorities and DEI (diversity, equity, and inclusion)-related scoring criteria to bring them into compliance with the Executive Order, "Ending Radical And Wasteful Government DEI Programs And Preferencing", issued on January 20, 2025. This notice also confirms that previous Administration key priorities and discretionary points will not be considered during application scoring and makes clear that applicants who already have applied need not reapply. This notice also corrects the Rural Energy for America funding notice to include an omitted funding source.

Approximately $5 million in funding is available for FY 2025. These grants will be made to qualified Intermediary organizations that will provide financial and Technical assistance to Recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development that will support the community. Applicants are responsible for any expenses incurred in developing their applications.

The Rural Housing Service (RHS or Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the availability of funding for applications under its Native Community Development Financial Institution (NCDFI) Relending Demonstration Program for fiscal year (FY) 2025. The purpose of this notice is to announce the opening and closing dates for receipt of applications for the NCDFI Relending Demonstration Program from eligible applicants, as well as submission requirements. These loans will be made to qualified NCDFIs to relend funds to low- and very low- income ultimate recipients to acquire, build, rehabilitate, improve, or relocate dwellings on Tribal Land in rural areas. This program has the amount of $4,630,000 available for FY 25. Applicants are responsible for any expenses incurred in developing their applications.

The Under Secretary for Rural Development (RD or Agency) is seeking applications for the Strategic Economic and Community Development (SECD) priority, as reauthorized by Section 6401 of the Agriculture Improvement Act of 2018 (2018 Farm Bill) for projects that support multi-jurisdictional and multi-sectoral strategic community investment plans. In Fiscal Year (FY) 2026, the covered RD programs will implement SECD by reserving loan and grant funds from the appropriations of the programs covered by this funding priority. This notice describes the requirements by which RD will consider projects eligible for covered programs' reserved funds and information needed to submit an application. The Rural Housing Service (RHS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), is issuing this notice to announce a pilot for the Single Family Housing Section 502 direct loan program (Section 502) to test alternative values of modest housing for self-help housing and when affordable housing products are provided. The Agency intends to evaluate the impact of authorizing the value of properties constructed through the self-help program to exceed the maximum area loan limit under RHS's current regulations; and permitting grants and other affordable housing products to exceed the area loan limit for all Section 502 loans. This notice outlines the pilot parameters and provides contact information for additional details about the pilot.

The Rural Business-Cooperative Service (RBCS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA) issued a Notice of Funding Opportunity (NOFO) published in the Federal Register (FR) at 89 FR 83449 on October 16, 2024 to announce acceptance of grant, guaranteed loan, and combined grant and guaranteed loan applications under the Rural Energy for America Program (REAP). The NOFO was issued for Fiscal Years (FY) 2025, 2026, and 2027. The purpose of this notice is to rescind the October 16, 2024, NOFO. The Agency is currently promulgating regulatory changes to the REAP program and available funding will be announced after publication of said changes. Applicants who previously submitted applications will be required to submit a new application and must comply with the new regulation. This applies to any applicant that does not possess a fully executed Financial Assistance Agreement. As provided for in 7 CFR 4280.122 and 7 CFR 4280.156, the Agency, by this notice, is providing alternate procedures for processing applications. Grant applications will be processed according to the funding notice that will be available on the Agency website after the new regulations are issued.

This notice is being issued prior to the passage of a FY 2026 Appropriations Act, which may or may not provide funding for this program, to allow applicants sufficient time to leverage financing, prepare and submit their applications, and give the Agency time to process applications within FY 2026. Based on FY 2025 appropriated funding and current budget situation, the Agency estimates that approximately $50,000,000 for Loans and $10,000,000 for Grants will be available for FY 2026. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available through appropriations.
